Acceptable ID documents include:
Any DMV issued ID card or driver license
US passport or passport card
An officially recognized passport of a foreign country
US military ID
Tribal ID card
Government documents containing the person's photograph and signature, corrections ID.
Oregon does not recognize matricula consular ID cards as an acceptable Identification Document.
DMV issued ID card or driver license can be expired up to 3 years
US passport or passport card must be current
Tribal ID card often do not have expiration dates
An apostille is like a passport for your documents. Much like the passport is an internationally accepted form of identification, the apostille certificate authenticates the origin of a document. It validates, by a "Competent Authority", the documents seals and signatures, allowing it to be used in a foreign country.

(Emabassy) legalization authentications function the same as an apostille. Authentications require more steps to satisfy all requirements of the destination country. While over 100 countries have agreed to the apostille process, many have additionional requirements.
Most appointments can be completed in less than 30 minutes. For apostilles, my work begins after our meeting.
According to the Oregon Notary Public Guide, “If a person is confined in a correctional facility and needs to have documents notarized, identification used to identify the incarcerated person shall be the ID that is used in the facility to positively identify an inmate through examination or comparison of official government documents or records”.
You may also use a "Credible Witness" for identification.
With this method, a third party must know the signer and be willing to verify their identity, basically acting as a “human ID card” for the signer. The Credible witness must have a valid acceptable ID.
Apostilling documents can be a complex process. In most cases, you must obtain an original or certified copy of the document you are required to apostille. Once received, the document must be submitted to the issuing office of authentications, such as the Secretary of State, the US Department of State in Washington, DC, and the embassy or consulate.
The most complicated authentications can involve more than one state government, the US Department of State, AND the embassy or consulate in the destination country. They all have different fees and requirements for the documents.
